Harmonized Calculation Method (HCM) is a method to perform calculations as described in the Annexes of the HCM Agreement (Vilnius 2005), which was previously known as Berlin- or Vienna Agreement. This agreement is on the coordination of frequencies between 29.7 MHz and 39.5 GHz for the purposes of preventing harmful interference to the Fixed and Land Mobile Services and optimizing the use of the frequency spectrum. HCM programs are available for the Mobile Service, as well as for the Fixed Service.
In addition to the calculations described in the HCM Agreement, the HCM
program for the Mobile Service may be used to perform calculations for ERMES,
GSM 900, GSM 1800, the Emergency/Security Services band 380-400 MHz and the
UMTS/IMT 2000 band according to the appropriate CEPT Recommendations such
as ERC Rec 01 (01) for UMTS/IMT 2000. HCM covers point to point calculations
as well as calculations between a point and line, such as a border- or preferential
line as required in the HCM Agreement.
